Board Games: The Attorney's letter provides clues as to why Board/Seabreeze redacted the attorney invoice.

Why is it so difficult for this board to comprehend that we live on private property, and without 15 MPH signs at both gates, our community could suffer severe liability if a speeder injures or kills someone?


  1. The board approved a 15 MPH speed limit in October of 2024.

  2. Two board members (Alyssa Carillo and Sherae Mims) strongly opposed placing of speed limit signs at our property. Brian Stiress was mistaken in believing that the County speed limit of 25 MPH applied to our property. It does not. Sherman Yeung appeared to feel as though 15 MPH was perhaps too high, and I don't blame him. He is the only one on the board with a child. He did agree with 15 MPH at our meeting of February 12th.

  3. Alyssa Carillo has continously applied poor judgment, required of a board member when addressing this issue: She claims that W. Diablo having a 25 MPH speed limit is justification for us having a 25 MPH speed limit. She also claims the county has a website claiming that speed limits of 25 MPH are safer than 15 MPH? Really? It doesn't take Newton to explain the injury at 25 MPH would be clearly worse than 15 MPH.

  4. Sherae Mims issue: "Why put up signs if people are going to ignore them." again demonstrating poor judgment as required of all board members. We put up signs as they are required to reduce our liability and in the case of a serious "serial" speeder, justification for involving law enforcement. We cannot fine or warn anyone if we do not lay out the rules up front.

  5. A possible reason the invoice is redacted? One of the main purposes in hiring an attorney was to ask the simple question regarding speed limit signs. It is possible if we strip away the redaction, we will know that this board either never brought it up with the attorney, wasting money on what? Or, the redaction reveals the truth that we need 15 MPH speed limits.


  6. Just Google: "Do attorneys recommend private HOA communities use speed limit signs in NV?" and you will know what all attorneys know.


  7. The community overwhelmingly supports a 15 MPH speed limit. There have been no other opinions except for board members Sherae Mims and Alyssa Carillo.


As the board has already approved 15 MPH speed limit signs at our gates, and it protects us by informing any driver of this speed limit, I placed professional speed limit signs at the gates. This was done at no cost to the community. As a nationally recognized expert in injury law, I knew not having speed limit signs put us in a very vulnerable situation legally, as an injury or death caused by a speeder would make us liable without a posted speed limit. I have never seen such a non-responsive board and/or management company.


What was the response? I received a demand letter from the Board and an attorney demanding I take down the 15 MPH signs!


You can imagine their shock that I responded by demonstrating that he was not qualified to represent this board.

Then, they escalated to use an unqualified attorney to attempt to "harrass" me into complying. What a waste of money. But they are playing "power" games with your lives. Does the community think I should comply?

So now we know. The goal was to remove 15 MPH signs at the gates. This is a complete violation of their fiduciary duties to the homeowners, and justification for their removal.
